Current Enforcement Activity

Where RQIA identifies concerns about a particular service it may take enforcement action to ensure the safety, wellbeing and protection of those using the services. We may also take enforcement action where we identify non-compliance with regulations and/or standards.

Belfast Health and Social Care Trust

Three Improvement Notices were issued to the Belfast Health and Social Care Trust on 16 August 2019, in relation to the staffing arrangements, management of patient finances and safeguarding arrangements at Muckamore Abbey Hospital.

Fortview

A Notice of Proposal to impose a condition on the registration of Fortview was issued on 18 October 2019.  The condition on registration requires the registered provider to notify RQIA when they are proposing to become operational.  

Gosna Care Agency Ltd.

Following a successful application on Wednesday 23 October 2019 for urgent procedure under Article 21 of The Health and Personal Social Services (Quality, Improvement and Regulation) (Northern Ireland) Order 2003, RQIA has cancelled the registration of Ms Florence Tanyanyiwa as Registered Person of Gosna Care Agency with immediate effect.

NIAS Trust

On 12 March 2018, DoH accepted RQIA’s recommendation to implement a special measure to strengthen governance and assurance arrangements within the Northern Ireland Ambulance Service Trust (NIAS).

RQIA has recommended the secondment into NIAS of a senior practitioner with experience in infection prevention/control and governance and assurance. 


An Improvement Notice was issued to the NI Ambulance Service Trust on 21 December 2018, and extended on 29 March and 20 September 2019, to ensure robust staff training for infection prevention and control is delivered and assured across the organisation.

Parkanaur College Supported Living Service

Condition placed on the registration of Parkanaur College Supported Living Service​ on 28 May 2019.  The condition on registration requires the registered provider to notify RQIA when they are proposing to become operational.  You can view the condition of registration here.

Peniel Nursing Care Services

Condition placed on the registration of Peniel Nursing Care Services​ on 8 April 2019.  The condition on registration requires the registered provider to notify RQIA when they are proposing to become operational.  You can view the condition of registration here.

Pine Lodge

A Notice of Proposal to impose a condition on the registration of Pine Lodge was issued on 29 October 2019.  The condition on registration requires the registered provider to notify RQIA when they are proposing to become operational. 

Valley Nursing Home

A Notice of Proposal to impose conditions on the registration of Valley Nursing Home was issued on 24 July 2019 and a Notice of Decision was issued on 18 September 2019.  The conditions are to: 

  1. Cease admissions to Valley Nursing Home until RQIA is assured that compliance with the FTC notices (above) is achieved and sustained, and
  2. Ensure monthly monitoring reports are shared with the home manager, the registered person and RQIA within five working days of the visits/reports having been completed. 
Western Health and Social Care Trust

An Improvement Notice was issued to the Western Health and Social Care Trust on 22 July 2019, in relation to the recognition and management of adverse incidents and near misses.
