Current Enforcement Activity

Where RQIA identifies concerns about a particular service it may take enforcement action to ensure the safety, wellbeing and protection of those using the services. We may also take enforcement action where we identify non-compliance with regulations and/or standards.

Clifton Nursing Home

One Failure to Comply Notice was issued to Clifton Nursing Home, Belfast on 20 May 2020 in relation to governance, management and leadership of the home.

Extra Care

Three Failure to Comply Notices were issued to Extra Care (Domiciliary Care Agency), Antrim on 09 April 2020 in relation to the safety and wellbeing of service users, staffing and management oversight.

Fortview

Condition placed on the registration of Fortview on 19 November 2019.  The condition on registration requires the registered provider to notify RQIA when they are proposing to become operational.  You can view the condition of registration here.

Gosna Care Agency Ltd.

Following a successful application on Wednesday 23 October 2019 for urgent procedure under Article 21 of The Health and Personal Social Services (Quality, Improvement and Regulation) (Northern Ireland) Order 2003, RQIA has cancelled the registration of Ms Florence Tanyanyiwa as Registered Person of Gosna Care Agency with immediate effect.

Peniel Nursing Care Services

Condition placed on the registration of Peniel Nursing Care Services​ on 8 April 2019.  The condition on registration requires the registered provider to notify RQIA when they are proposing to become operational.  You can view the condition of registration here.

Pine Lodge

Condition placed on the registration of Pine Lodge on 26 November 2019.  The condition on registration requires the registered provider to notify RQIA when they are proposing to become operational.  You can view the condition of registration here.

The Croft Community

One Failure to Comply Notice was issued to The Croft Community, Bangor on 13 May 2020 in relation to infection prevention and control / noncompliance with personal protective equipment (PPE) guidance.

TW Care Services

One Failure to Comply Notice was issued to TW Care Services, Ballymena on 16 December 2019 in relation to quality monitoring systems at this domiciliary care agency.  

RQIA has provided TW Care Services a further period of time to achieve compliance with regulations In light of the current Covid 19 Pandemic.  This service must provide RQIA with an action plan detailing how it will implement the measures detailed in the FTC Notice and demonstrate improvement in these areas.

This FTC Notice remains in place.

Valley Nursing Home

A Notice of Proposal to cancel the registration of the responsible individual for Valley Nursing Home was issued on 27 December 2019.  


A Notice of Proposal to impose conditions on the registration of Valley Nursing Home was issued on 24 July 2019 and a Notice of Decision was issued on 18 September 2019.  The conditions are to: 

  1. Cease admissions to Valley Nursing Home until RQIA is assured that compliance with the FTC notices (above) is achieved and sustained, and
  2. Ensure monthly monitoring reports are shared with the home manager, the registered person and RQIA within five working days of the visits/reports having been completed. 
Western Health and Social Care Trust

An Improvement Notice was issued to the Western Health and Social Care Trust on 22 July 2019 and extended on 05 February 2020, in relation to the recognition and management of adverse incidents and near misses.
